Kintore station cost

I was posting the news item from our community council chairman about the re-opening of Kintore station and I must admit I was doing a double-take at the suggested cost.
I cannot fathom how a platform, shelter (or even a waiting room) and car park could cost £6.5 million, let alone the frankly ludicrous £17 million figure.
Let me say straight away that I believe these were estimates given to the community council and they are just reporting them. But, I cannot see how a simple platform, station building and car park could be inflated to cost that much.
Did they get some recently out-of-work bank managers to draw up the figures?
Talking of greed. If I can find contractors to build it for less, can pocket the difference between the actual cost and the £17 million figure?
