What happened to the fountain?

Have I not been observant before, or has something happened to the top of the fountain at the Town House?
Something has clearly broken off at the very top.
It would be great to have that fixed at the same time as laying out the area in front of the Town House in granite cobble stones, rather than the current tatty tarmac.
