Minutes of meeting April 20, 2009

1. Welcome and Apologies
Members present: Graham McDonald, Ann Marston, Ava Rennie, Drew Cullinane, Sheila Gray,
Apologies received from Kenny Thomson, Joan Thomson, Christine Stamper, Cllrs Cullinane and Ford.
In attendance: Community Beat Officer, Darren Cochrane and Members of KOSI, Mr Colin Stirling and Mrs Isobel Stirling. Graham McDonald conducted this meeting in the absence of Kenny Thomson and Ann Marston took the minutes in absence of Christine Stamper and Joan Thomson.
2. Approval of minutes
The minutes of the March meeting were approved by Sheila Gray and Seconded by Ann Marston.
3. Matters arising
Howieslap Football Pitch: This has been completed and is being well used. A litter bin is required for this area. Drew Cullinane agreed to follow this up.
The Hub: The official opening date is the 13th June. Graham asked for the cheque for £500 agreed at a previous meeting, but as Kenny's signature was required, it will have to be handed over at a later date. Food regulations required to serve food at the Hub have been met.
Planning: Graham McDonald is to follow up the objections for Donald Russell's boundary fence. Mr Stirling informed the meeting that the fence regularly contains debris blown from the nearby housing development, on windy days.
Reports: PC Darren Cochrane reported a total on 19 crimes and offences since last month. These included; 7 road traffic offences, 5 assaults, 5 thefts, 1loud music, and 1wildlife offence.
Action Kintore: It was noted that the total cost of this project has not yet been ascertained.
Some objections to the Planning Application have been lodged for the proposed Youth Café on the former Library site. Charitable status is still awaited for this project.
Rail Halt: The estimated cost for the Rail halt in Kintore is £6,000,000. Graham and Kenny are to attend a meeting in Edinburgh on the 22nd April to discuss this on-going project with MSPs. Their aim is to gather information and report the outcome at the next meeting.
KDCC members thought that money could perhaps be better spent on an improved Kintore road network rather than the halt. The Broomhill Roundabout for example was thought to warrant improvement, before it turns into another Haudigan roundabout!.
Correspondence: To be discussed at the next meeting.
a. It was agreed that the money raised from the Summer Festival stall, will go towards the cost of the bus for the Senior Citizen Outing. Plans are ongoing for this outing on 6th August 2009. Bus and High tea estimates are awaited.
b. Ava Rennie asked if the Community Council could give a donation towards the Kintore Pipe Band trip to Italy in September. More discussion on this at the May meeting.
c. Mr Stirling asked if the funds in the Common Good Fund were accountable to the public? If so, what is the money used for? Graham McDonald agreed to make further enquiries.
d. Kintore CC were given a copy of the KOSI's reply to the Capacity Study.
e. Sheila Gray reported the road in front of her residence has still not been repaired. Sheila informed us that she is to make recordings of the noise the traffic makes and forward it to the Aberdeenshire Council Roads Department.
f. Four computers for The Hub were donated from the Grampian Police Community Fund. Graham McDonald was photographed accepting these computers from PC Darren Cochrane.
g. Membership forms and cards for The Hub were handed out to CC Members at a cost of £10 each. Payment to be made at the May meeting.
h. Further discussion to be made re The Town Plan at Midmill at the next meeting.
i. Drew Cullinane informed us of the 'Lairig Ghru Sponsored Walk' on 24th May 2009. This is a fund raising event for Action Kintore. A coach will leave Kintore School car park at 7am that day. More volunteers sough sponsorship forms from Drew.
j. Sheila Gray asked if there is to be a Gardening Competition this year? Past Chairman of the CC, Mr J. Coutts has details of who last won the trophy. Further discussion at the May meeting.
